| 摘 要 |
在美中戰略競爭升溫、川普政府宣布對等關稅與製造業回流政策，以及俄烏戰爭與中東衝突持續延宕的背景下，全球經貿環境續呈不確定性高風險。國際主要經濟體在貨幣政策、產業安全與供應鏈重組上的策略分歧，導致國際資金流動與製造業景氣呈現產業別與區域別的結構性分化。面對去風險化、區域化與在地化備援生產的新趨勢，各國政府更積極以國家政策介入全球市場，重塑全球產業供應鏈。
臺灣在此情勢下，同時承受出口競爭、關稅壁壘不確定性，以及國內產業升級轉型與生產環境調整等多重挑戰。本報告研究以三大切入研究面向：探討美國2.0新政下臺灣產業因應之道、強化我國產業結構與政策規劃、因應國際趨勢下臺灣產業發展環境研析為核心。針對國際經貿變化、主要國家政策作法與我國產業結構調整脈絡，整體性分析臺灣產業發展的關鍵議題與政策缺口，並提出建議方向，作為未來臺灣在強化產業布局、提升國際競爭力與完善政策環境之參考。
Against the backdrop of intensifying U.S.–China strategic competition, the Trump administration’s announcement of reciprocal tariffs and manufacturing reshoring policies, and the continued protraction of the Russia–Ukraine war and conflicts in the Middle East, the global economic and trade environment remains characterized by high uncertainty and elevated risks. Major economies have adopted divergent strategies in monetary policy, industrial security, and supply-chain restructuring, resulting in structural divergences in international capital flows and manufacturing performance across industries and regions. In response to emerging trends of de-risking, regionalization, and localized backup production, governments are increasingly intervening in global markets through national industrial policies to reshape global supply chains.
Under these circumstances, Taiwan faces multiple challenges, including intensified export competition, uncertainty surrounding tariff barriers, and the need for domestic industrial upgrading and adjustments to production conditions. This report is structured around three core analytical perspectives: examining Taiwan’s industrial response strategies under the U.S. “Trump 2.0” policy; strengthening Taiwan’s industrial structure and policy framework; and assessing Taiwan’s industrial development environment in light of evolving international trends. By integrating analyses of global economic and trade developments, policy approaches adopted by major economies, and the trajectory of Taiwan’s industrial structural adjustment, the report identifies key issues and policy gaps facing Taiwan’s industrial development and proposes strategic directions to serve as references for strengthening industrial positioning, enhancing international competitiveness, and improving the overall policy environment.
