|
行動通訊與衛星通訊的整合將模糊應用服務及市場的界線，並帶來新的監理挑戰，為能及時因應技術及產業發展變化，本研究彙析5G SA、6G行動通訊及衛星通訊技術發展趨勢與應用情形，並參酌產官學研各界意見，掌握我國未來電信網路技術與應用模式，以精進監理政策。
研究團隊採用文獻分析法、個案分析法及制度比較法，輔以深度訪談、產官學研專家座談會，研析5G SA、6G國際行動通訊及衛星通訊技術發展趨勢與應用情形。研究目標國家包含美國、英國、日本、歐盟、韓國、中國大陸及我國等，並審度未來國際趨勢，將5G SA、NSA所涉及的相關技術指標納入「公眾電信網路審驗技術規範」修正草案。針對6G則從政策、技術規範及應用各方面深入剖析各國的做法；在國際衛星通訊技術與應用發展的研析，則著重在各國管制政策的比較。同時，亦針對國際衛星直連電話技術與應用發展、下世代衛星系統技術與發展，以及防範網路語音詐騙電話技術方面，參考各國作法，提出趨勢觀察重點。
The integration of mobile and satellite communications will blur the lines between application services and markets, presenting new regulatory challenges. To promptly address technological and industrial changes, this study analyzes the development trends and applications of 5G SA, 6G mobile communications, and satellite communications technologies. It also incorporates feedback from various sectors, including industry, government, academia, and research, to understand Taiwan's future telecommunications technologies and application models, in order to improve regulatory policies.
The research team employed methods such as literature analysis, case studies, and comparative institutional analysis, supported by expert seminars from industry, government, academia, and research communities. The study focused on international trends and applications of 5G SA, 6G mobile communication, and satellite communication technologies in countries including the U.S., UK, Japan, EU, South Korea, China, and Taiwan. Based on this, the research proposed revisions to the "Technical Specifications for Examination of Public Telecommunications Network" to include relevant technical indicators for 5G SA and NSA networks. The 6G analysis covered policy, technical specifications, and applications across different countries, while satellite communications focused on regulatory comparisons. Additionally, the study examined international satellite-direct-to-phone, next-generation satellite system technologies, and measures to prevent VoIP fraud, drawing on global practices and highlighting key trend observations.
