內容摘要
|
為落實我國能源轉型，除透過制定完善能源政策，促進國內能源領域之發展外，有鑑於能源議題日趨複雜，透過多邊及雙邊能源國際合作，掌握國際能源市場發展動態，汲取其他國家能源發展與推動能源轉型之經驗，藉此完善國內能源政策推動，對我國而言至關重要。
本計畫目標即協助能源署全方位規劃能源領域國際發展，善用多邊合作的平台與管道，拓展與個別國家之雙邊對話，並強化與個別國家的雙邊合作範圍與深度，同時善用雙邊合作的關係與成果，提升我國於多邊能源場域的主導地位，以達成輔助國內能源政策發展、保障能源穩定供應，並促進能源轉型、淨零碳排等重大政策目標。重點工作包括：1.促進APEC相關會議與活動之參與；2.推動與擴展雙邊能源合作；3.國際合作資訊蒐集及決策資訊支援。在APEC合作上，本年度已完成參與2次EWG會議及第14屆APEC能源部長會議的辦理，並積極推動參與APEC能源合作計畫活動；在雙邊能源合作領域，已完成與日本、澳洲、美國及德國之雙邊對話與合作活動，促進我國與重點國家能源政策推動經驗深度交流，進而發掘與拓展潛力合作之機會。
In order to reach the goal of energy transition, it is of vital importance for Taiwan to grasp the trend of the global energy development through international cooperation as increasing complexity of global environment. International cooperation can provide the chance for Taiwan to learn from other countries' experiences in energy development and energy transition that might be helpful to improve our domestic energy policy. The goal of this project is to help deepen the existing energy international cooperation conducted by the Energy Administration through multilateral and bilateral approaches. It plans and arranges cross-country interactions in energy issues with the intention to strengthen the development of domestic energy policies and ensure energy stability, while facilitating crucial policy goals such as energy transition and net zero emissions. Key tasks include: 1. Promoting participation in APEC-related meetings and events; 2. Promoting and expanding bilateral energy cooperation; 3. International cooperation information collection and policy-making support. In terms of APEC cooperation, this project has successfully participated in two EWG meetings and organized the 14th APEC Energy Ministerial Meeting, while actively promoting and engaging in APEC energy cooperation programs and activities. In the field of bilateral energy cooperation, this project has successfully organized bilateral dialogues and cooperative activities between Taiwan and Japan, Australia, the United States, and Germany. These activities have facilitated in-depth exchanges of energy policy promotion experiences, thus uncovering and expanding opportunities for potential collaboration.
