內容摘要
本報告首先界定租賃業的多元型態,包含營運租賃與融資租賃,並描繪其產業鏈結構。接著,報告聚焦於台北市租賃商業同業公會的成員數據,從契約金額與數量等角度,分析不同產業與標的物的租賃情況。進一步地,研究利用臺灣官方統計數據及產業關聯分析,量化租賃業對整體經濟的影響力,並探討其在不同產業中的角色,最終提出結論與未來展望,並解答社會對租賃業的常見疑問。本研究發現如下:

1.廣義的租賃服務以多元標的物滿足下游承租人的融資與融物需求,填補企業或個人因客觀條件限制而難以維繫營運或生活的資金與設備缺口。因應市場變化,租賃業亦朝多元金融周邊服務發展,例如先買後付(BNPL),增加個人與企業資金運用的彈性,並充裕市場資金流動,進而維繫甚至提升經濟動能。

2.租賃業的產品與服務對其需求端頗具影響力(向前關聯度高),相當程度支撐眾多產業營運與生產所需的融物與融資需求。相對而言,租賃業對供給端的依賴度不若其對需求端的影響力(向後關聯度低),因此具備產業自主性高的優勢,其提供予需求端的租賃服務不完全仰賴上游的供應,為產業鏈不斷鏈扮演關鍵角色。

依台北市租賃商業同業公會提供的資料,無論按契約數量、金額,銷售額占比,或產業關聯度,實難謂租賃業對於「不動產經營及相關服務業」,或對營造業與不動產業之市場價格或秩序具顯著影響力。

This report begins by defining the diverse forms of the leasing industry, including operating lease and finance lease, and delineates its industrial chain structure. Next, the report focuses on the membership data of the Taipei Leasing Association, analyzing leasing conditions across different industries and objects from the perspectives of contract amounts and quantities. Furthermore, the study utilizes official Taiwanese statistical data and input-output analysis to quantify the economic impact of the leasing industry on the overall economy and explores its role in various sectors. Finally, the report presents conclusions and future outlooks, addressing common societal questions about the leasing industry.

Findings and highlights are as follows:

1.In a broad sense, leasing services meet the financing and asset needs of downstream lessees through diverse objects, addressing the financial and equipment gaps that businesses or individuals face due to objective constraints, thereby sustaining operations or livelihoods. In response to market changes, the leasing industry has also diversified into peripheral financial services, such as Buy Now, Pay Later (BNPL), enhancing the flexibility of fund utilization for individuals and businesses, and boosting market liquidity, thereby maintaining or even enhancing economic momentum.

2.The products and services of the leasing industry significantly impact their demand side (high forward linkage), substantially supporting the asset and financing needs essential for the operation and production of numerous industries. In contrast, the leasing industry’s reliance on the supply side is not as pronounced as its influence on the demand side (low backward linkage), granting it a high degree of industrial autonomy. The leasing services provided to the demand side do not entirely depend on upstream supply, positioning the industry as a crucial link in maintaining the continuity of the industrial chain.

3.According to data provided by the Taipei Leasing Association, it is difficult to assert that the leasing industry has a significant influence on the “real estate management and related services industry,” or on the market prices or order of the construction and real estate industries, whether measured by contract volume, value, sales share, or industrial linkage.
